2）（NOT having received ) a reply（现在分词短语做原因状语） ,he（主语） decide（谓语） to write again（动词不定式短语做宾语）
3）The man (to whom) I spoke on the phone is is kind 因为在定语从句中谁是做宾语的所以不能用主格,而要用宾格.
如果这样,who,whom就都可以用了.The man who / whom I spoke to on the phone is kind.
第一个括号，后置定语，表正在进行
第二个括号，状语，伴随吧，这不太确定。。
